Biographical / Historical

Theresa Carter grew up in Albuquerque, New Mexico and attended Purdue University. At Purdue, she was a member of Purdue’s Tau Beta Pi Engineering Honor Society, Golden Key, Mortar Board, and a residence hall counselor. Carter graduated from Purdue University in 1985 with a Bachelor of Science degree in industrial engineering. Carter also obtained a Master of Industrial Engineering (University of Oklahoma 1988), a Master in National Resource Strategy (National Defense University), and a Doctorate in Business Administration (Drexel University 2021).

Carter joined the Air Force and enrolled in the ROTC program at Purdue University in 1985. Carter served as a civil engineer and commander in a variety of positions within the Air Force. In 2010, she was promoted to Brigadier General. In June 2013, Carter became the 24th person and first woman to serve as the Air Force Chief Civil Engineer. In 2014, she was reassigned to lead the largest administrative and structural reorganization of the Air Force since 1992. In 2016, she retired from the Air Force with the rank of Major General.

After retiring, Carter created TC3 Solutions LLC, an independent consulting business specializing in strategic leadership and management advisory services. In 2020, Carter was appointed to the Purdue University Board of Trustees. She has also served as a board member for Purdue Industrial Engineering Advisory Council, Purdue University Global, Purdue Applied Research Institute, and the Purdue Alumni Association.
